Final Result

Step 1

Create 24 colour swatches from yellow to orange to red to purple to blue to green. Ensure that the last colour is more of a yellowish green to enable a smooth transition to the initial yellow in your colour swatch

Step 2

Using the Ellipse tool, draw a circle while holding down the shift key. Now click on View, and enable Snap To Point. Duplicate the circle that you have made and position it in accordance to the image below.

Select both the circles and click on the Intersect option. The Intersect option can be found under the Pathfinder palette.

Step 3

After you are done, adjust the transparency  of the fill colour. To do this go to the Transparency Palette and adjust the value to 20% and change the transfer mode to multiply.

Next select the image and rotate it by 5 degrees to the left and 5 degrees to the right. To do this select the image, then select the Rotate Tool and Option/Alt click on the bottom part of the anchor point of the shape. Enter a value of 5 and click the copy button. Click on the center image again and redo this step but this time put a value of negative 5.

Step 4

Select all 3 of the shapes and rotate the image again. This time rotate the image by 15 degrees by clicking on the copy button again. After duplicating, fill the second image (consist of the 3 shapes) with the next swatch fill.

Now it becomes real easy to complete this tutorial. Hit cmd/ctrl D to repeat the same transformation (Rotation of 15 degrees and copying of image) and assign the next colour swatch to it.

You are almost done. Now keep repeating the duplication process until the colour wheel is completed.
